D3dx9_42.dll missing fix

I just reinstalled Windows 7, and EIC worked correctly with this version in the past. It works fine if I just install it on its own. However, once I install the Designer's Cut, it says that 'C: Windows System32 d3dx942.dll is either not designed to run on Windows or it contains an error'. If this dll is completely missing from your computer you may download it from certain sites (don't know how legal it will be to provide links, just open Google and type 'd3dx942.dll download for windows 10'). Usually such error means that DirectX was installed wrongly so reinstallation of DirectX or Windows may help (second option is not funny).
